Maddy Glenn, the major of Santa Rita, has decided to run for a congressional seat. As some of the council members begin political maneuvers to take her place, strange happenings begin to occur in their quiet little coastal town. A strange man is found dead in his car parked in Maddy's reserved space at city hall.
